The ten-day public comment period for the Amended Genesee County 2020 Action Plan and 2020-2024 Consolidated Plan will begin the week of August 16, 2020.

Copies of the Amended Genesee County 2020 Action Plan and 2020-2024 Consolidated Plan will be made available for review starting Monday, August 17, 2020, until Wednesday, August 26, 2020 at the Genesee County Metropolitan Planning Commission, Room 111, 1101 Beach Street, Flint, MI, upon request and appointment. Copies will also be available at all local municipal offices and here.

The Coronavirus Aid, Relief, and Economic Security Act, also known as the CARES Act, is an economic stimulus bill that has been passed in response to the economic fallout of the COVID-19 Pandemic in the United States. The CARES Act has allocated over 2.5 million dollars to Genesee County to be utilized to prevent, prepare for, and respond to Coronavirus. The incorporation of these funds is included in the Amended Genesee County 2020 Action Plan and 2020-2024 Consolidated Plan. The Amended Genesee County 2020 Action Plan is a comprehensive planning document that identifies the County’s overall needs for affordable housing, supportive housing and community development. The plan outlines a strategy to address those needs in the 2020 Program Year (May 1, 2020 to April 30, 2021).

Pursuant to provisions of the Housing and Community Development Act of 1974, as amended, and the National Affordable Housing Act (NAHA) of 1990; the Genesee County Board of Commissioners is publishing its Amended 2020 Action Plan relative to Genesee County’s 2020 Community Development Block Grant (CDBG) Program Year.  The public is advised that on or about September 10, 2020, Genesee County will submit to the U.S. Department of Housing and Urban Development an Amended 2020 Action Plan and 2020-2024 Consolidated Plan. Prior to said submission, public comments are welcomed on the Amended 2020 Action Plan. A Public Input Session on the Amended Draft 2020 Action Plan and 2020-2024 Consolidated Plan will be held on August 26, 2020 at 9:45 am in the Willard P. Harris Auditorium, Genesee County Administration Building, 3rd floor of the Genesee County Administration Building, 1101 Beach Street, Flint, Michigan at the Community & Economic Development Meeting.

Community Development Block Grant (CDBG)

The Housing and Community Development Act of 1974, as amended, entitles Genesee County as an Urban County, to plan and carry out a Community Development Program throughout Genesee County, outside the City of Flint. The primary objectives of the Genesee County Community Development Program are to:

  1. Develop and maintain viable urban communities;
  2. Provide decent housing; and
  3. Provide a suitable living environment for the residents of Genesee County, principally for persons of low and moderate income.

Pursuant to these objectives, Genesee County, in cooperation with participating local units of government, proposes to utilize approximately $1,084,219 in Community Development Block Grant CARES Act Funds available for the 2020 Program Year for the projects including:

  • Administration
  • Basic Needs
  • Business Assistance
  • COVID Response
  • Rental Assistance

Emergency Solutions Grant (ESG)

The primary objective of the ESG program is to help people regain stability in permanent housing after experiencing homelessness.  Pursuant to this objective, Genesee County, in cooperation with local non-profit housing and service agencies, proposes to utilize approximately $1,467,105 in Emergency Solutions Grant CARES Act Funds available for the 2020 Program Year for the projects including:

  • Administration
  • COVID Shelter Space
  • Emergency Shelter Facility Improvements
  • Emergency Shelter Operations
  • Rapid Rehousing
