Five Year Consolidated Plan (2020-24) & 2020 Action Plan
The Five Year Consolidated Plan will serve as the planning document for housing and community development activities in Genesee County through 2024. It will also serve as the application for funding under the Community Development Block Grant Program (CDBG), the Emergency Shelter Grant Program, and the HOME Program.

Analysis of Impediments to Fair Housing in Genesee County
As a part of the Consolidated Plan, Genesee County certifies that it will affirmatively further fair housing. In order to do this, Genesee County is required to: conduct an analysis to identify impediments to fair housing choice within the county (an “Analysis of Impediments,” or “AI”); take appropriate actions to overcome the effects of any impediments identified through that analysis; and maintain records reflecting the analysis and actions in this regard.

Consolidated Annual Performance and Evaluation Report (CAPER) 
The Consolidated Annual Performance and Evaluation Report tracks the progress of projects identified in the Annual Action Plan. The report lists all projects in which funding was expended over a one year time frame and provides a written explanation of activities undertaken.

Title VI Plan
GCMPC currently administers several major program divisions: Transportation, Community Development and Environmental. These programs are conducted in a manner so as to ensure compliance with Federal and State of Michigan Civil Rights legislation, statutes, regulations and executive orders. As a sub-recipient of Federal funds, GCMPC must make sure that its programs and activities are free of discrimination. The Title VI Plan describes how GCMPC complies with Civil Rights legislation and principles. It also contains a section on complaint procedures for the Transportation, Community Development and Solid Waste Management program divisions at GCMPC.
