NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT
TO REQUEST RELEASE OF FUNDS- Brennan Senior Center and Davison Senior Center

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Genesee County.

REQUEST FOR RELEASE OF FUNDS

On or after July 25, 2024, Genesee County will submit a request to the U.S. Department of Treasury for the approval of American Rescue Plan Act (ARPA) funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake projects known as:

2024 Brennan Senior Center Interior and Exterior Improvements ($100,000 of ARPA Funds)- The Brennan Senior Center has chosen to replace their canopy outside the building. They will remove and dispose of the soffit, J-channel, and aluminum facias. They will paint, power wash, and install new soffits, J-channels, L-channels, aluminum facisas, and repair the roof membrane. They will also purchase a conference table and chairs as well as stackable chairs. They will purchase a 16-camera recording system, which will replace three older cameras and add five new cameras. The cameras will be located both inside and outside. Monitors will also be purchased. Finally, they will upgrade their sound system, including the purchase of an amp, adding Bluetooth connectivity, adding 13 speakers, a horn for the gym, and a door upgrade for buzzing people in.

2024 Davison Area Senior Center Interior and Exterior Improvements ($100,000 of ARPA Funds)- The Davison Area Senior Center has chosen to replace all stalls and fixtures in the men’s and women’s bathrooms, including sensor lights and automatic soap dispensers. There will be sensor lights added to the handicap restroom. They will replace carpet and flooring in all offices, library room, and computer room. They will replace cement and handrails on exterior handicap ramp that leads to the front door of the center. They will also do kitchen upgrades such as replacing the garbage disposal and tile on floor. Remove existing freezer and turn it into a storage area. Shelves will be added and the wall will be taken down between the freezer and a neighboring closet to expand it. They will purchase 100 new chairs, card tables, and sporting equipment, new computers, copier, TVs, and other supplies needed for day-to-day operations, Install a cable run for TVs. Finally, they will paint all offices and activity rooms. Prep all walls for painting by filling holes and removing vinyl trim, paint and replace vinyl trim.

FINDING OF NO SIGNIFICANT IMPACT

Genesee County has determined that this project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Genesee County Community Development Program, 1101 Beach Street, Room 111, Flint, MI 48502 and may be examined or copied weekdays 8 A.M to 12 P.M. and 1 P.M. to 5 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Genesee County at the address above or to [email protected].  All comments received by July 25, 2024, will be considered by Genesee County prior to authorizing submission of an approval of funds. Comments should specify which Notice they are addressing.

RELEASE OF FUNDS

Genesee County certifies to The Treasury that Genesee County and James Avery, in his capacity as Chairperson of the Board of County Commissioners, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Treasury’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Genesee County to use Program funds. The above referenced project is a federally funded activity authorized under the U.S. Department of the Treasury Coronavirus State and Local Fiscal Recovery Funds (SLFRF). All projects must comply with federal labor standards, including the Davis-Bacon Act and the Copeland Anti-Kickback legislation and federal equal opportunity requirements. This project complies with the Minority/Women/Handicapped business owned enterprises (MBE/WBE) requirements.

OBJECTIONS TO RELEASE OF FUNDS

The Treasury will accept objections to the project and Genesee County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Genesee County; (b) Genesee County has omitted a step or failed to make a decision or finding required by Treasury regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the Treasury; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the U. S. Department of Treasury – Jessica Milano, at 1500 Pennsylvania Ave NW, Washington DC 20220 or 844-529-9527. Potential objectors should contact the Treasury to verify the actual last day of the objection period.
