NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Genesee County on behalf of the City of Flint and the Genesee County Habitat for Humanity

REQUEST FOR RELEASE OF FUNDS

On or after June 3, 2025, the City of Flint will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Home Investment Partnership Program (HOME) funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake projects known as

Habitat for Humanity Community Project Funding ($1,500,000 of Community Project Funds) The Flint Community Project funding is multi-faceted program addressing several housing restoration needs in the City of Flint including facade improvements, structural repairs, abatement services, accessibility modifications, and any other health and safety issues. The funding works to build a sustainable funding tool for these activities, and fill gaps in service for people who don’t qualify for our current home repair programs by creating a pool of diverse funding streams to address these issues. This fund will be a catalyst for change in the city as it aims to create a network where any homeowner in the City of Flint can access funds to repair their homes.

FINDING OF NO SIGNIFICANT IMPACT

Genesee County has determined that these projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Genesee County Community Development Program, 1101 Beach Street, Room 111, Flint, MI 48502 and may be examined or copied weekdays 8 A.M to 12 P.M. and 1 P.M. to 5 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Genesee County at the address above or to [email protected].  All comments received by June 3, 2025, will be considered by Genesee County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

RELEASE OF FUNDS

Genesee County certifies to HUD that the City of Flint consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Flint to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Flint’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Flint; (b) the City of Flint has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the U. S. Department of Housing and Urban Development –Detroit Field Office, Keith E. Potential objectors should contact HUD to verify the actual last day of the objection period.
