NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Genesee County on behalf of the City of Flint and the Genesee County Habitat for Humanity.
REQUEST FOR RELEASE OF FUNDS
On or after December 29, 2024, the City of Flint will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Home Investment Partnership Program (HOME) funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake projects known as:
Habitat for Humanity New Construction ($300,000 of HOME Funds, $142,347.95 of other CPD Program Funds)- Genesee County Habitat for Humanity is proposing to construct two new duplexes at 322 and 310 Sylvan Court, Flint, MI 48502 (City of Flint). The project will include new construction of a residential structure. Habitat for Humanity will construct a new multi-family housing unit which includes four units, consisting of two duplexes, that are two stories. The total ground disturbing activities will be approximately 80′ long, 30′ wide, and 12′ deep for the buildings, and 80′ long, 20′ wide, and 6″ deep for the parking lots. The proposed buildings will have a footprint of 2400 square feet each. Habitat for Humanity already owns and controls the site which is in an existing neighborhood. Homes were demolished on the site several years ago.

FINDING OF NO SIGNIFICANT IMPACT
Genesee County has determined that these projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Genesee County Community Development Program, 1101 Beach Street, Room 111, Flint, MI 48502 and may be examined or copied weekdays 8 A.M to 12 P.M. and 1 P.M. to 5 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Genesee County at the address above or to [email protected]. All comments received by December 29, 2024, will be considered by Genesee County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
RELEASE OF FUNDS
Genesee County certifies to HUD that the City of Flint consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Flint to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City of Flint’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Flint; (b) the City of Flint has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the U. S. Department of Housing and Urban Development –Detroit Field Office, Keith E. Potential objectors should contact HUD to verify the actual last day of the objection period.
