NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST TREASURY APPROVAL

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Genesee County.
REQUEST FOR TREASURY APPROVAL
On or about August 17, 2024, Genesee County will submit a request to Treasury for the approval to use State and Local Fiscal Recovery Funds (SLFRF) for the following Title I project: 2024 Burton Senior Center Interior and Exterior Improvements for the purpose of: The Burton Senior Center has chosen to replace the floor and wall tile, two sinks, the vanity, and the mirror in the ladies restroom. They will replace all tile flooring, two sinks, and the lighting over the stools in the men’s room. They will also add a 12′ x 24′ addition to the existing garage. The building height is 10′ with a 4/12 pitch roof. Finally, they will add a 30’ x 40’ pergola over the existing patio and add a sidewalk from the main sidewalk to the patio. The sidewalk dimensions will be 75′ x 5′. Sod will be removed to place the sidewalk. These projects will be at the Burton Senior Center at 3410 South Grand Traverse St, Burton, MI 48529. These projects will utilize $100,000 of Genesee County ARPA funding.
FINDING OF NO SIGNIFICANT IMPACT
Genesee County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Genesee County Metropolitan Planning Commission, 1101 Beach St, Room 111, Flint, MI 48502 and may be examined or copied weekdays 8 A.M to 5 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the above address or to [email protected]. All comments received by August 17, 2024, will be considered by the Genesee County prior to authorizing submission of a request for Treasury approval. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The Genesee County certifies to Treasury that James Avery in his capacity as Chairperson of the Board of County Commissioners consents to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Treasury’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Genesee County to use SLFRF funds for the given Title I project.
OBJECTIONS TO RELEASE OF FUNDS
Treasury will accept objections to its approval and Genesee County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Genesee County (b) Genesee County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Treasury; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Treasury by sending an email to [email protected], with the subject line “Objection to SLFRF Title I Project Undertaken by Genesee County. Potential objectors should contact Treasury to verify the actual last day of the objection period.
