NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST TREASURY APPROVAL

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Genesee County.
REQUEST FOR TREASURY APPROVAL
On or about November 18, 2024, Genesee County will submit a request to Treasury for the approval to use State and Local Fiscal Recovery Funds (SLFRF) for the following Title I projects:
2024 Burton Senior Center Interior and Exterior Improvements for the purpose of: The Burton Senior Center has chosen to replace the floor and wall tile, two sinks, the vanity, and the mirror in the ladies restroom. They will replace all tile flooring, two sinks, and the lighting over the stools in the men’s room. They will also add a 12′ x 24′ addition to the existing garage. The building height is 10′ with a 4/12 pitch roof. Finally, they will add a 30’ x 40’ pergola over the existing patio and add a sidewalk from the main sidewalk to the patio. The sidewalk dimensions will be 75′ x 5′. Sod will be removed to place the sidewalk. These projects will be at the Burton Senior Center at 3410 South Grand Traverse St, Burton, MI 48529. These projects will utilize $100,000 of Genesee County ARPA funding.
2024 Clio Senior Center Pole Barn for the purpose of: This project consists of building a 30′ x 40′ pole barn to house buses and storage. A 16′ x 16′ two story loft with shelving will be included in the barn for storage. Approximately 35′ x 45′ of earth will have to be moved for the foundation of the barn, the soil will remain on the property.
2024 Eastside Senior Center Interior and Exterior Improvements for the purpose of: This project consists of the installation of two new automatic glass doors for the senior center. One door is exterior and one door is interior. They will also install a new HVAC system for the senior center. There will also be an installation of a new sidewalk to the west side of the building (4″ concrete 55′ x 5′) and concrete pads for two benches (4″ concrete, 3’6″ x 100″ each) and a grill (4″ concrete 3′ x 5′). Additional sidewalk replacement is needed in several areas due to crumbling, broken, or uneven concrete (4″ concrete, remove/replace 250 sq ft). Two new benches will be purchased.
2024 Hasselbring Senior Center Pole Barn and Gazebo for the purpose of: The Hasselbring Senior Center has chosen to build a new pole barn that will be 24’W x 28’L x 10’H, with a 1′ overhang on all sides, steel siding and steel roof color to be chosen. It will have a 1-16’W x 9’H garage door, 1-3/0 entry door, concrete floor with 4′ approach across front. Floor to ceiling shelving on three walls (shelves will be 24″ deep). Electricity: LED lighting in ceiling (approx. 12 lights), 12-110v outlets, 1-220v outlet. They will also add a gazebo that is a 16 x16 hexagon, with treated lumber, seating, railings, and a shingle roof. Ground disturbance includes 42” deep x 12″ wide trench footing. Cut 2″ deep x 12″ wide trench footing.
2024 Krapohl Senior Center Interior and Exterior Improvements for the purpose of: The Krapohl Senior Center has chosen to replace all tiles and lens covers. They will either replace or paint current tracks, remove the old room divider track and replace with new track and tiles, and repair and install new duct work. They will also insulate part of the west facing wall, all the southern facing wall, and part of the east facing wall with foam. They have also chosen to add a 20′ x 20′ addition to building. There will be an excavation of a crawlspace, 4′ high concrete foundation, 4″ concrete foundation floor, conventional 2 x 6 framing, wiring for lights, plugs, and switches. New heat to run existing furnace. R-21 insulation in walls and R-38 in ceilings. They will demolish and build openings into the existing building, move the existing window to new addition, and finish the drywall and trim. Snap lock flooring will match as closely as possible, with Mastic Ovation siding or equivalent, and aluminum soffits and fascias.
2024 Loose Senior Center Interior and Exterior Improvements for the purpose of: The Loose Senior Center has chosen to perform exterior and interior demolition and repairs to the existing kitchen, cafeteria, and sunroom.
2024 Mundy Township Senior Center Interior and Exterior Improvements for the purpose of: This project consists of building an office for the director inside the existing center. It will involve erecting walls and putting in a door and electrical. This will also include the purchase of new furniture for the center would include a reception desk, office furniture for the director’s office, and either laptops for staff and programming or tables for programming. A concrete sidewalk would be paved from the center’s rear exit to the parking lot to provide additional space and access for ADA picnic tables. Concrete sidewalk: Approximately 5 ft. wide x 45 ft. long x 6-8 inches deep.
FINDING OF NO SIGNIFICANT IMPACT
Genesee County has determined that these projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Genesee County Metropolitan Planning Commission, 1101 Beach St, Room 111, Flint, MI 48502 and may be examined or copied weekdays 8 A.M to 5 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the above address or to [email protected]. All comments received by November 18, 2024, will be considered by Genesee County prior to authorizing submission of a request for Treasury approval. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
Genesee County certifies to Treasury that James Avery in his capacity as Chairperson of the Board of County Commissioners consents to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Treasury’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Genesee County to use SLFRF funds for the given Title I projects.
OBJECTIONS TO RELEASE OF FUNDS
Treasury will accept objections to its approval and Genesee County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Genesee County (b) Genesee County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Treasury; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Treasury by sending an email to [email protected], with the subject line “Objection to SLFRF Title I Project Undertaken by Genesee County. Potential objectors should contact Treasury to verify the actual last day of the objection period.
