These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Genesee County.
REQUEST FOR RELEASE OF FUNDS
On or about May 31, 2016 Genesee County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) Program funds, Home Investment Partnership Program (HOME), and Emergency Solutions Grant program (ESG) under Title I of the Housing and Community Development Act of 1974, as amended, to undertake projects known as:
City of Burton – Infrastructure Improvements
The City of Burton is proposing to install an 8 inch water main within the road right of way on Hemphill from Cheyenne east to Dort Highway, then south on Dort Highway approximately 500 feet to make a complete water loop. The water main to be placed along Hemphill will be located within the City of Burton right of way. The water main on Dort Highway will require securing permission from the Michigan Department of Transportation. Once the water main is installed, the water main on Cheyenne, Menominee, and Dort Highway will be disconnected and capped on the North side of Hemphill and connected the new Burton water main. This project will allow City of Burton residents to be taken off of City of Flint water.
These activities will be funded with $183,374.00 of 2016 Genesee County CDBG funds.
City of Fenton – Demolition of Blighted Structure
The City of Fenton is proposing to demolish the blighted structure located at 206 E. Caroline Street in Fenton. This project will help to eliminate blight in the area.
This activity will be funded with $31,475.00 of 2016 Genesee County CDBG funds.
City of Grand Blanc – Sidewalk Improvements
The City of Grand Blanc is proposing to remove sections of sidewalks and curbs throughout the City, in order to replace them with 5’ wide sidewalks and A.D.A. compliant curb ramps. This project will allow residents with wheelchairs to use the sidewalks.
This activity will be funded with $43,556.08 of 2016 Genesee County CDBG funds.
Fenton Township – Demolition of Blighted Structure
Fenton Township is proposing to demolish the blighted structure located at 12480 Fenton Road, Fenton, 48430. This project will help eliminate blight in the Township.
This activity will be funded with $18,838.00 of 2016 Genesee County CDBG funds.
Grand Blanc Township – Demolition of Blighted Structure
Grand Blanc Township is proposing to demolish the blighted structure located at 3085 Kettering Heights, Flint, 48507. This project will help to eliminate blight in the Township.
This activity will be funded with $24,545.40 of 2016 Genesee County CDBG funds.
Grand Blanc Township – Infrastructure Improvements
Grand Blanc Township is proposing to pay for eligible residents in the Bushdale Subdivision to connect their homes to the Township’s public water supply, including water taps, water line construction, and well abandonment. This project will benefit low-to-moderate income households.
This activity will be funded with $40,465.20 of 2016 Genesee County CDBG funds.
Genesee Township – Demolition
Genesee Township is proposing to demolish a structure located at 5058 N. Saginaw Street, Flint 48505. The structure was destroyed by a tornado a few years ago and has been a danger to the area since. The project will include a pre-demolition inspection and abatement (if the building is deemed safe enough to enter), demolition and site restoration. A reuse of the parcel has not been determined and it is likely to remain a vacant lot until there is interest in redeveloping it.
This activity will be funded with $49,056.00 of 2016 Genesee County CDBG funds.
FINDING OF NO SIGNIFICANT IMPACT
Genesee County has determined that the projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Genesee County Community Development Program, 1101 Beach Street, Room 223, Flint, MI 48502 and may be examined or copied weekdays 8 A.M to 12 P.M. and 1 P.M. to 5 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Genesee County. All comments received by May 30, 2016 will be considered by Genesee County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
RELEASE OF FUNDS
Genesee County certifies to HUD that Genesee County and Jamie W. Curtis, in his capacity as Chairperson of the Board of County Commissioners, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Genesee County to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and Genesee County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Genesee County; (b) Genesee County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Detroit Field Office at the McNamara Federal Building, 477 Michigan Avenue, Detroit, MI 48226-2592. Potential objectors should contact HUD to verify the actual last day of the objection period.
