These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Genesee County.

REQUEST FOR RELEASE OF FUNDS
On or about July 6, 2016 Genesee County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) Program funds, under Title I of the Housing and Community Development Act of 1974, as amended, to undertake projects known as:

Davison Township Sidewalk Improvements: The proposed project consists of a new eight (8) foot wide paved sidewalk beginning at an existing ten (10) foot wide paved sidewalk at the southeast corner of Irish Road, and extending east along the south side of Court Street approximately 1,365 feet to the point of ending. The total ground disturbing activity will be approximately 9 inches deep x 20 foot wide x 1,300 feet long which is equal to a surface area of approximately 2,890 square yards (=0.60 acre), and a volume of approximately 725 cubic yards.

This activity will be funded with $110,000.00 of 2016 Genesee County CDBG funds.

Davison Township Community Seating / Park Area: This project will improve public infrastructure by creating a resting/seating area for pedestrians at the corner of Irish Road and Court Street. The area will have aesthetically pleasing landscaping, brick pavers, and fencing.

This activity will be funded with $43,352.00 of 2015 Genesee County CDBG funds.

FINDING OF NO SIGNIFICANT IMPACT
Genesee County has determined that the projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Genesee County Community Development Program, 1101 Beach Street, Room 223, Flint, MI 48502 and may be examined or copied weekdays 8 A.M to 12 P.M. and 1 P.M. to 5 P.M.

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Genesee County. All comments received by July 5, 2016 will be considered by Genesee County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION
Genesee County certifies to HUD that Genesee County and Jamie W. Curtis, in his capacity as Chairperson of the Board of County Commissioners, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Genesee County to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and Genesee County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Genesee County; (b) Genesee County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Detroit Field Office at the McNamara Federal Building, 477 Michigan Avenue, Detroit, MI 48226-2592. Potential objectors should contact HUD to verify the actual last day of the objection period.
