NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Genesee County.

REQUEST FOR RELEASE OF FUNDS

On or after June 24, 2024, Genesee County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant Program (CDBG) funds and Home Investment Partnerships Program (HOME) funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake projects known as:

 

2024 City of Fenton Blight Elimination and Prevention ($65,000 of CDBG Funds)- The City of Fenton shall fund the demolition and clearance of a blighted property located at 218 N. Walnut Street, Fenton, MI 48430.

2024 Flushing Township Blight Elimination and Prevention ($49,417 of CDBG Funds)- Flushing Township shall fund the demolition of two blighted properties located at 10221 W. Coldwater Road and 10237 W. Coldwater Road, Flushing, Michigan 48433.

2024 Genesee County CDBG Home Improvement Program (HIP) ($600,000 of CDBG Funds)- The program provides emergency home repair assistance to eligible owner-occupied single-family homeowners through deferred payment loans throughout Genesee County except non-participating municipalities including the Cities of Clio, Flint, and Davison, and the Villages of Lennon and Otter Lake. The funds will assist low to moderate-income homeowners with home improvements including roofing, window, furnaces, wells, electrical, and plumbing repairs.

2024 Genesee Township Blight Elimination and Prevention ($169,200 of CDBG Funds)- Genesee Township shall fund the demolition of blighted properties in various locations of the township. 2024 City of Grand Blanc Infrastructure Improvements ($13,871 in CDBG Funds)- The City of Grand Blanc shall fund the installation of bus stop covers and benches along the MTA route in low-to-moderate income areas of the City. There are various proposed locations throughout the City of Grand Blanc. Ground disturbance will include a concrete pad that the bus shelter and benches will sit on top of. The concrete pad will be 17’ x 12.5’ x 4” deep. The bus shelter will be about 12.25’ x 6.5’ x 9’.

2024 Grand Blanc Township Public Facility Improvements ($18,000 in CDBG Funds)- The City of Grand Blanc shall fund the installation of bus stop covers and benches along the MTA route in low-to-moderate income areas of the City. There are various proposed locations throughout the City of Grand Blanc. Ground disturbance will include a concrete pad that the bus shelter and benches will sit on top of. The concrete pad will be 17’ x 12.5’ x 4” deep. The bus shelter will be about 12.25’ x 6.5’ x 9’.

2024 Mt Morris Township Blight Elimination and Prevention ($40,000 in CDBG Funds)- Mt. Morris Township shall fund the demolition and clearance of blighted properties in targeted areas of the township. The addresses for these properties are 1074 Carpenter Road, 1430 W Coldwater Road, 2311 Bates Road, and 4074 N Jennings Road.

2024 Genesee County Home Improvement Program ($200,000 of HOME Funds)- The program provides emergency home repair assistance to eligible owner-occupied single-family homeowners aged 62 and over through deferred payment loans throughout Genesee County except non-participating municipalities including the Cities of Clio, Flint, and Davison, and the Village of Lennon and Otter Lake. The funds will assist low to moderate-income homeowners with home improvements including roofing, window, furnaces, wells, electrical, and plumbing repairs.

FINDING OF NO SIGNIFICANT IMPACT

Genesee County has determined that these projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Genesee County Community Development Program, 1101 Beach Street, Room 111, Flint, MI 48502 and may be examined or copied weekdays 8 A.M to 12 P.M. and 1 P.M. to 5 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Genesee County at the address above or to gcmpc@geneseecountymi.gov.  All comments received by June 24, 2024, will be considered by Genesee County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

RELEASE OF FUNDS

Genesee County certifies to HUD that Genesee County and James Avery, in his capacity as Chairperson of the Board of County Commissioners, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Genesee County to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and Genesee County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Genesee County; (b) Genesee County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the U. S. Department of Housing and Urban Development –Detroit Field Office, Keith E. Hernandez, Director, Community Planning and Development at 477 Michigan Ave, Suite 1600, Detroit, MI 48226 or DetroitCPD@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
